Germany Opportunity Card (Chancenkarte) — Work in Germany Without a Job Offer

The Germany Opportunity Card — called the Chancenkarte in German — is real, but it is not new. It has existed since 1 June 2024, under Section 20a of the German Residence Act. Posts presenting it as a brand-new November 2026 scheme are misleading — nothing about it was launched this month. This guide explains the full picture in simple words.

What the Opportunity Card is

It is a residence permit that lets a qualified person from outside the EU live in Germany for up to 12 months and look for qualified work — without a job offer first.

  • While you search, you may work part-time, up to 20 hours a week.
  • You may also do trial work of up to two weeks with an employer.
  • If you find a qualified job, the card is converted into a work residence permit.
  • In defined cases it can be extended for up to two further years — for example, when you have an offer for qualified work but do not yet fit another permit type.

Route 1: Your qualification is fully recognised — no points

If your foreign degree or vocational qualification is fully recognised as equivalent in Germany, you count as a recognised skilled worker and qualify directly. No points are needed on this route.

Check your qualification before anything else:

  • Search the official anabin database for your university and your degree.
  • If your qualification is not listed there, apply for a Statement of Comparability from the ZAB (Central Office for Foreign Education).

Route 2: The points system — 6 points needed

If your qualification is not (yet) fully recognised, you can still qualify through points. Two gate requirements come first:

  • A degree, or vocational training of at least two years that is state-recognised in the country where you earned it.
  • German at A1 level or English at B2 level, proven with a certificate.

Then you need at least 6 points. Points count once per category — only the highest value that applies:

  • 4 points — your qualification has been partially recognised in Germany.
  • 1 point — your qualification is in a shortage occupation.
  • 2 points — at least 2 years of professional experience within the last 5 years; 3 points for 5 years within the last 7 years.
  • German language: A2 = 1 point, B1 = 2 points, B2 or above = 3 points.
  • 1 point — English at C1 level.
  • Age: 2 points if you are 35 or younger; 1 point if you are over 35 and up to 40.
  • 1 point — you previously stayed legally in Germany for 6 months or more within the last 5 years.
  • 1 point — your spouse also meets the requirements and applies together with you.

Worked example: a 30-year-old graduate with 3 years of work experience (2 points), age under 35 (2 points), German at A2 level (1 point) and a qualification in a shortage occupation (1 point) reaches exactly 6 points — enough to apply.

The money you must show — and the fee

  • Proof of funds: €1,091 per month (the 2026 figure) — that is €13,092 for 12 months.
  • This is usually shown with a blocked account (Sperrkonto) holding the full amount, or with a formal declaration of commitment from a person in Germany.
  • Visa fee: €75.
  • Health insurance cover for your stay is required.

How to apply from Pakistan — step by step

  1. Run the free official Self-Check first: open the Self-Check — it confirms your route and your points before you spend anything.
  2. Prepare your documents: passport; your qualification and its recognition proof (anabin printout or ZAB statement); your language certificate; proof of funds or the blocked account; health insurance; and your CV.
  3. Submit the application online through the official Consular Services Portal: digital.diplo.de.
  4. Attend your appointment at the German mission responsible for your district — the Embassy in Islamabad or the Consulate General in Karachi — with your documents.
  5. Pay the €75 fee and wait for the decision.

Read this before you pay anyone

  • 6 points makes you eligible to apply — it is not a visa guarantee. The mission still checks your documents and decides.
  • No agent can sell, book or fast-track an Opportunity Card. There is no quota you can buy and no shortcut.
  • The Self-Check and the application are free and direct through official channels — never pay anyone for a seat, a file number or faster processing.
